To develop cycling economy, construct resource economic, environmental friendly society is the important measure and one important content in implementing scientific view of development, realizing sustainable, rapid, harmonious and sound development of economy and construct socialist harmonious society; it is the only way for constructing "great packaging power" in the new situation. China Packaging Association set up the topic leadership team headed by Association Chairman Shi Wanpeng and Executive Vice-Chairman Shan Chunchang, and the topic workgroup consisting of the leaders and department heads of the Association and relevant university experts and professors and some entrepreneurs, according to the topic survey and study task "adapt to the needs of cycling economy and strive to develop green packaging industry" delivered by National Development and Reform Committee and Ministry of Finance on Dec. 24, 2004. Nine months' survey and interview, sampling survey, referring to documents concerned and discussion meetings have contributed to a lot of conditions and relevant data and new and profound recognition is made on the fundamental state of China's packaging industry and green packaging, primal existing problems and gap with industrially advanced countries. In order to push the development of China's green packaging industry and promote cycling economy construction, we put forward some counter measures and work suggestions on the basis of investigation and study.
